Internal ridership dashboards obtained through a records request show overnight routes carried more passengers per service hour than 60% of daytime routes in the year before they were cancelled.

Fare data suggests the routes primarily served hospital staff, warehouse workers, and cleaners — riders with few alternatives. The agency now says it is “reviewing the decision.”
